IMPORTANT UPDATE FROM IRCC: Refusal Letters to Proactively Include Officer’s Decision Notes – A Step Towards Greater Transparency!

VNIS Education would like to share a significant update from Immigration, Refugees and Citizenship Canada (IRCC) regarding enhanced transparency in refusal decisions.

Effective July 29, 2025, IRCC has begun a new policy to proactively include Officer’s Decision Notes (ODNs) with refusal letters for certain application types. This is a groundbreaking change that will help applicants better understand the reasons for their refusal and make more informed decisions for their next steps.

What are Officer’s Decision Notes (ODNs) and which applications are they for?

Officer’s Decision Notes are summary notes from the officer who made the final decision on an application. Providing these notes makes it easier for clients to get personal information about their application and supports IRCC’s commitment to delivering services with greater transparency.

The policy initially applies to the following application types:

  • Temporary resident visas, excluding electronic travel authorizations and temporary resident permits
  • Visitor records
  • Study permits
  • Work permits

IRCC has stated that they will add more application types over time.

Key details about the new policy:

  1. Applies to the original IRCC Portal only: According to the official notice, this new policy only applies to applications submitted through the original IRCC Portal. Applications filed through the IRCC Portal – New version will not receive these notes at this time.
  2. How you will receive the notes: If an application is refused, the Officer’s Decision Notes will be proactively included with the refusal letter sent to the applicant or their authorized representative.
  3. Exclusions may apply: IRCC may decide to exclude certain portions of the notes on a case-by-case basis due to security, privacy, or other concerns.
